Iraq Federalism?

Many people are now saying that the level of violence between Sunni and Shi'ites in Iraq means the country is now in a state of civil war.
One response to this has been a call to abandon the idea of a unitary state and set up a loose federation of three autonomous regions, with only a few powers held by a central government.
