Terrorism

We hear a lot in the analysis of the war on terror about the politics of fear. In other words the manipulation of terror threats by Western governments for political ends. This argument suggests we can't trust implicitly the information our governments tell us. But, is there a danger we can be too cynical? Should we be just as suspicious of the cynics?
