The internet almost by its very nature is seen as quite anarchic, but there are rules, regulations and governance.
This week in Brazil, the people who run the net gathered for the ICANN
(Internet Corporation for Assigned Names and Numbers) conference. They are responsible for the global coordination of some the technical aspects of the net including its building blocks -- the system of addresses.
