We look at Treasurer Wayne Swan's 'working families' budget with economics writer George Megalogenis.
That phrase was mentioned no less than twelve times during the Treasurer's speech.
He argues that the government is trying to change the national conversation on hand-outs, means testing and middle class welfare.
And he says there are two budgets, the housekeeping budget which honours election promises and the budget for the future with the three new funds for health, infrastructure and education.
