What is the role of government in supporting volunteering?

Volunteering played a crucial role at the recent 2020 Summit. Much was made of the fact that the 1,000-odd delegates were 'volunteers' themselves and more than 200 behind-the-scenes administrators, typists, note-takers and organisers also 'volunteered' their time for the weekend.

Thanks to the volunteers, there was little cost to the taxpayer, we were told.

Volunteering also featured in the summit outcomes, with proposals like the university fees trade-off for volunteering.
