Phillip speaks with two ex-pats, one American and one British, who have made long term commitments to working in East Timor and passing on their skills to East Timorese colleagues. Charlie Scheiner is the driving force behind an NGO that probes the ethics and efficacy of development programs, and Max Stahl is a film-maker who is building the country's first film school and national archive. It was Max Stahl's footage of the Santa Cruz massacre in 1991 that opened the eyes of the world to what was happening in East Timor.
