Background Briefing - Hoons and young troublemakers

NSW has some of the toughest bail laws in the country and it's causing serious overcrowding in the state's juvenile detention centres. About 50 per cent of young people aged between 10 and 17 are clogging up the system because they are in jail on remand, that means they're waiting to appear before a court but have been denied bail.
