The head of a study into America's justice system has made a list of recommendations, including greater overall transparency within the US military justice system. This emphasises the need to take immediate steps to ensure that the death penalty is applied fairly and justly, particularly in states such as Alabama and Texas which have the largest number of executions and prisoners on death row.
