Budget means testing
The federal Budget took some tentative steps towards scaling back so-called middle class welfare. It's slapping a means test on the baby bonus from January 1 next year, and on the Family Tax Benefit, aimed at helping stay-at-home mums, from July 1. These benefits will now be withheld from families where the principal income earner makes more than $150,000 a year. Some higher-income families, though, are crying foul. They say it's not fair to describe them as well-off, not when they are paying big mortgages in expensive cities like Sydney. But others say the Budget reforms don't go far enough.
