Stepper won the 1997 National Book Council Banjo Prize for Fiction.
In 1933, Victor Stepper arrives in Tokyo. Tall, handsome, a consummate ladies' man, a brilliant journalist... and spy. His life shifts from glittering cocktail parties to coded greetings in hotel lobbies, to murder in the back streets.
As the world descends into war, Stepper collects information and sends it to Moscow. Then he falls in love with Reiko, a Japanese woman... and Victor Stepper begins to fall apart.
When information is power, when is love really love? Who can you trust? Who do you call?
