Counsel Assisting a Coronial inquest has recommended stronger penalties for learner drivers who breach their licence provisions.

The Coroner Alistair Hope is presiding over the inquest of 16 year old Courteney Maloney and 17 year old Scott Johnson who died in a car crash in Quairading in 2006.

The 16 year old learner driver pleaded guilty to breaching his licence provisions and completed a juvenile justice program and a dangerous driving course.

Counsel Assisting the Coroner Gary Cooper told the inquest that a sliding scale of offences should be introduced regarding the failure to comply with a learners permit.

He wants a new, more serious charge introduced to deal with breaches that result in damage, injury or death.

The Coroner's findings will be handed down at the end of the month.
