The ABC Advisory Council

Recommendations and Commendations 15-16 February 1999

Recommendations

Program - Disadvantaged

Recommendation R1/1/99 - Hd National Networks & Hd Local & Regional Services
The ABC Advisory Council recommends a television documentary series on welfare-related issues in regional Australia to highlight the life experiences of the poor, migrants, the Aboriginal people, homeless and disabled, the frail elderly and other disadvantaged groups.

However, the ABCAC believes that in any documentary series the focus should be on "survival" of people rather than "victims" of their life experiences.

Reasons: Regional Australia has a disproportionate number of disadvantaged in their community. As part of having a social conscience the ABC should inform the community of these situations.

Children's Television

Recommendation R2/1/99 - Hd National Networks
The ABC Advisory Council commends the ABC for Daria as providing entertainment for its young teenage audience, but notes that Council's concerns regarding the need for occasional warnings on content have still not been addressed. The ABC Advisory Council in recent years has raised the issue of a need for content-warning in some programs that are aired in the 5.30 pm time slot. Such warnings would assist parents in monitoring the viewing by a younger audience who may be streamed into such shows given that they fall into a general "C" classification time-slot. In particular, the ABCAC notes the response to recommendation R5/1/98 in this regard.

Sports Coverage

Recommendation R3/1/99 - Hd National Networks & Hd Local & Regional Services
The ABC Advisory Council would like to recommend that ABC Sport continue to pay particular note to the equal coverage of men and women's sporting results. Recent reports on the results of a Tennis tournament outlined Men's results with video footage, whilst the results of the same stages of women's competition had no video footage.

Late News

Recommendation R4/1/99 - Hd News & Current Affairs
The ABC Advisory Council acknowledges the time and financial constraints placed upon Television News and Current Affairs. Yet in light of discussions concerning a late night news the ABC Advisory Council welcomes the opportunities made available by this prospect.

The ABC Advisory Council believes a late news would provide an opportunity for further exploration of international news. This may allow a greater focus on local news at 7.00 pm and could amend the absence of a state based current affairs program

Television - Educational Materials

Recommendation R5/1/99 - GM Education Services & Hd National Networks
In light of the importance of television in most peoples lives and the need to educate and inform children of the role, history, benefits and mechanics of television, there is a dearth of educational materials for primary school children about this medium. There was a series made in 1980 entitled Primary Media which provided a comprehensive insight into television but this is now seriously dated and virtually unusable. Perhaps the Education & Lifelong Learning Unit in Adelaide might like to consider making a new series dealing with the subject?

Quantum

Recommendation R6/1/99 - Hd National Networks
The ABC Advisory Council would like to recommend that the ABC Science Unit consider the format and content of Quantum.

The ABC Advisory Council feels that the program has at times become "lightweight" and generalist. Some stories seem not adequately scientific in content.

The ABC Advisory Council feels that the name Quantum should be reserved for hard hitting, science topics, with other more generalised topics put to air under a different heading or time slot.

The ABC Advisory Council has recommended, for other units, the introduction of a "best of" section or "back by popular demand" segment. In Quantum's case, popular programs of the past could be repeated but introduced by the current presenter.

Indigenous Programs

Recommendation R7/1/99 - Hd National Networks
The ABC Advisory Council recommends that future consideration be given to regular programs on Indigenous issues on television, similar to the Awaye program on Radio.

The Indigenous issues programs could focus on a wide range of subjects such as the arts, history, politics, debates, interviews, etc.

Origin Of Programs

Recommendation R8/1/99 - Hd National Networks
The ABC Advisory Council recommends that Radio Networks announce where the program and events contained in programs, eg. Interviews, emanate from. This would reflect the national character of the ABC and enable listeners to identify the national network.

2CN Breakfast

Recommendation R9/1/99 - Hd Local & Regional Services
ABC Advisory Council members who have lived in Canberra are aware of 2CN services. At the recent meeting of the ABC Advisory Council, several members expressed the view that the 2CN breakfast program is too serious and political for a program at breakfast time. Council recommends that consideration be given to providing more light entertainment in the breakfast timeslot on 2CN.
